Fees & Charges

Activities and services performed by the Office of Private Sector Exchange are funded by fees.  Such fees enable the Office of Private Sector Exchange to recover the full cost associated with its administrative processing and the subsequent services rendered. The services covered by the fees include those related to filing new applications for designation, redesignation, and for filing an application for exchange visitor status changes. (i.e., Requests for change of program category, extension beyond maximum duration, reinstatement, reinstatement to update the Student and Exchange Visitor Information System (SEVIS) status, ECFMG sponsorship authorization, and permission to issue.) These fees also include costs associated with program compliance, regulatory review and development, outreach, and general program administration.

a) Remittances. Fees prescribed within the framework of 31 U.S.C. 9701 must be submitted as directed by the Department and must be in the amount prescribed by law or regulation. b) Amounts of fees.
  1. For filing an application for program designation and/or redesignation (Form DS-3036)--$3,982; and
  2. For filing an application for exchange visitor status changes (i.e., extension beyond the maximum duration, change of category,  reinstatement, reinstatement-update SEVIS status, ECFMG sponsorship authorization, and permission to issue)--$367.
All Exchange Visitor Program fee payments must be submitted via the Pay.gov web site. The Department of State (DoS) has entered into an agreement with the U.S. Department of Treasury’s Financial Management Service (FMS) to participate in an electronic payment system known as “Pay.gov.”  Pay.gov is a secure, government-wide financial management transaction portal managed by FMS, and developed in cooperation with Cleveland Federal Reserve Bank and Bank of America. The required application fee for designation as an Exchange Visitor Program sponsor and service fees for exchange visitor status changes are non-refundable. The fee must be electronically submitted to DoS using the Pay.gov website. A copy of the Pay.gov confirmation page must be submitted electronically to DoS in addition to other supporting documentation, if necessary, when fee payment is required. Important Note: Separate from the above fee structure of the Office of Private Sector Exchange is the fee collected by the Department of Homeland Security for the exchange visitor participant.  Additional information can be reviewed at www.ICE.gov/SEVIS.
